The city of Spokane appeared before the Ninth Circuit Court of Appeals on Wednesday, seeking to dismiss a lawsuit brought by former Washington state Representative Matthew Shea, Courthouse News Service reported. The legal dispute centers on a City Council resolution that condemned the mayor for attending an event with Mr Shea and designated the former politician turned pastor as a domestic terrorist. [1]

According to Courthouse News Service, a lower court previously ruled that the Spokane City Council must face the lawsuit. Mr Shea alleges in his complaint that the legislative resolution violated the Washington state constitution. [1]

During the proceedings, representatives for the city argued before the appellate court that a legislative resolution does not inflict punishment. A municipal or local council typically serves as the legislative body of a local government area, such as a city or town. [1][4]
